The Depths of Deterrence: India's Nuclear Submarine Fleet and What It Means for the Future of Indo-Pacific Power

There is a particular kind of power that operates in silence. It does not announce itself with aircraft carrier battle groups visible from satellite imagery or missile tests broadcast to international audiences. It moves beneath the ocean surface, unseen, patient, and—when credible—profoundly stabilizing. India is building that kind of power. And the consequences for the Indo-Pacific's strategic balance are only beginning to register in the capitals that matter most.
For American analysts accustomed to viewing the region's naval competition primarily through the lens of US-China rivalry, India's expanding submarine capability represents something that resists easy categorization. It is simultaneously a declaration of strategic independence, a contribution to Quad cohesion, and a direct complication of Beijing's long-term ambitions in the Indian Ocean and beyond.
The Arihant Program: More Than a Milestone
India's nuclear-powered ballistic missile submarine program—designated SSBN under NATO classification conventions—is anchored by the Arihant class, developed under the secretive Advanced Technology Vessel (ATV) project. INS Arihant, commissioned in 2016 after years of development, became the first nuclear-armed submarine built and operated by a country outside the original five permanent members of the UN Security Council. Its successor, INS Arighat, was commissioned in 2024, and additional boats are understood to be in various stages of construction.
The significance of this achievement cannot be overstated. Submarine-launched ballistic missiles (SLBMs) represent the most survivable leg of any nuclear triad precisely because they are the hardest to locate, track, and preemptively destroy. For India, which maintains a declared 'No First Use' (NFU) nuclear doctrine, a credible sea-based deterrent is not an offensive tool—it is the guarantee that NFU remains strategically coherent. An adversary contemplating a disarming first strike against India's land-based nuclear forces must now account for submarines that could survive such an attack and deliver a retaliatory response. That is the essence of second-strike credibility, and it changes the math of nuclear coercion fundamentally.
China's Calculations and India's Answer
Beijing's naval expansion is one of the defining military developments of the early 21st century. The People's Liberation Army Navy (PLAN) now operates the world's largest fleet by hull count, and its submarine arm—including Type 094 Jin-class SSBNs—has extended China's nuclear reach into the Pacific and Indian Oceans. Chinese nuclear submarines operating out of Hainan Island's underground facilities have become a fixture of Indo-Pacific security discourse.
What is discussed less frequently is how India's own SSBN capability interacts with China's. The two countries share not only a contested land border but also overlapping maritime interests across the Indian Ocean Region (IOR)—a body of water through which approximately $5 trillion in annual trade transits, and which China has spent the better part of two decades attempting to draw within its strategic orbit through port investments, naval deployments, and diplomatic pressure.
An India equipped with a survivable nuclear deterrent is an India that cannot be strategically coerced by Beijing's nuclear arsenal. This is not a trivial development. The history of great-power competition is replete with examples of nuclear asymmetry being leveraged for diplomatic intimidation. India's SSBNs foreclose that option against New Delhi, and in doing so, they stabilize a regional order that Washington has a direct interest in preserving.
The Quad Dimension: Cohesion Through Capability
The Quadrilateral Security Dialogue—comprising the United States, India, Japan, and Australia—has evolved from a loose consultative forum into something approaching a genuine security architecture, albeit one that its members are careful not to describe in alliance terms. For the Quad to function as a credible counterweight to Chinese expansionism, each member must bring genuine capability to the table. Australia contributes geography and intelligence infrastructure. Japan provides an advanced navy and critical technology. The US brings global power projection.
India's contribution, when viewed in full, is arguably the most strategically complex. New Delhi brings the world's largest military by active personnel, a nuclear arsenal with growing second-strike credibility, an intelligence apparatus with unparalleled coverage of the Indian Ocean littoral, and—crucially—the willingness to absorb Chinese pressure directly, without the protection of a formal alliance umbrella. India's SSBNs are a physical manifestation of that willingness. They represent a commitment to independent deterrence that no treaty guarantee could fully replicate.
For American strategists, this matters enormously. The US cannot be physically present at every point of potential friction across the Indo-Pacific simultaneously. An India that can independently deter Chinese nuclear coercion is an India that frees up American strategic attention and resources for other theaters—whether that means the South China Sea, Taiwan, or contingencies not yet visible on the horizon.
The Limits and the Trajectory
Honesty requires acknowledging the current limitations of India's SSBN program. The K-15 Sagarika missiles carried by the Arihant-class have a reported range of approximately 750 kilometers—sufficient for regional deterrence but constrained compared to the intercontinental-range systems operated by the established nuclear powers. The longer-range K-4 missile, with a reported range exceeding 3,500 kilometers, is under development and expected to be integrated into the next generation of Indian SSBNs. When that integration is complete, India's sea-based deterrent will cover a substantially wider arc of potential adversary territory, including much of China's eastern seaboard.
Additionally, maintaining continuous at-sea deterrence—keeping at least one SSBN on patrol at all times—requires a fleet of sufficient size and a support infrastructure of considerable depth. India is building toward that threshold, but it has not yet fully arrived.
None of this diminishes the strategic significance of what India has already achieved. The trajectory is clear, the investment is sustained, and the doctrinal commitment is firm. India is not dabbling in submarine-based deterrence. It is constructing an enduring pillar of national security that will shape regional dynamics for decades.
What Washington Should Understand
The United States has a direct and substantial interest in India's nuclear submarine program succeeding. Not because Washington seeks to incorporate India into an extended deterrence arrangement—India's strategic autonomy makes that neither feasible nor desirable—but because a credible Indian second-strike capability reduces the risk of nuclear miscalculation in Asia's most consequential bilateral relationship.
A China that cannot coerce India with nuclear threats is a China that must compete on conventional and economic terms, domains where the democratic coalition retains significant advantages. A Quad that includes a genuinely nuclear-capable India is a Quad that commands respect in Beijing's strategic calculus in ways that diplomatic communiqués alone never could.
The depths of the Indian Ocean hold more than water. They hold the foundations of a new regional order—one that the United States did not build alone, and cannot maintain alone. India's submarines are a reminder that the most durable forms of strategic partnership are built not on dependency, but on shared capability and complementary strength.
